VCEDA’s 3rd annual From Red Tape to Red Carpet Awards honor the contributions of local government agencies, public-private partnerships, and public servants that have worked valiantly throughout the COVID-19 pandemic, demonstrating outstanding qualities of leadership, innovation and advocacy.
Supervisor Hilda L. Solis was sworn in as Los Angeles County Supervisor for the First District of Los Angeles County on December 1, 2014. She was re-elected to a new four-year term in 2018. Prior to becoming Supervisor, Solis served as Secretary of Labor under President Barack Obama. Supervisor Solis was confirmed on February 24, 2009, becoming the first Latina to serve in the United States Cabinet. Before that, Supervisor Solis represented the 32nd Congressional District in California, a position she held from 2001 to 2009.

Has COVID-19 "Melted" Jobs Into "Fluid" Work & Workers?
COVID-19 has accelerated work arrangements that were thought to be years or decades in the future. The tangible effects include more remote work, accelerated automation, and increasing gigs and projects. However, beneath these changes lurks a more fundamental shift: Work was previously contained in "jobs" and workers were previously contained as "job holders" but they are now melting into a fluid work ecosystem. Leaders must optimize a new system where tasks, projects, skills and capabilities are perpetually melting and refreezing, with organizations becoming permeable hubs where workers engage in ways beyond regular employment. Dr. Boudreau will describe this fluid work ecosystem, explain why it will sustain after COVID, and how leaders, workers and policy makers can find new opportunities.
